Michigan state government is entering a fourth year in which revenues are projected to be less than the amount expected when spending plans were made. This time the shortfall is some $772 million. While total state spending currently comes to around $40 billion, lawmakers have direct control over only about $25 billion of this, out of which they must come up with necessary budget changes. Related to this, political leaders of both parties are excited about an alternative budget process that is described the book "The Price of Government." This is a form of zero-based budgeting.
