The Michigan Economic Development Corporation is the state’s main economic development
department. As part of their work they often hire consultants to measure the effectiveness of the
programs they fund, administer or oversee. They have hired consultants to produce reports on
Michigan’s recently eliminated film incentive program, its subsidized broadband deployment
program, its targeted grants and loans to select industries and firms program and the Pure
Michigan tourism promotion program. There are number of reasons why the state’s analysis of
Pure Michigan comes up short, however.
