Detailed Analysis of Holland's Teacher Contract

The following is a detailed analysis of the current Holland Public Schools union contract that covers teachers as well as a few other employee groups. The district employs about 290 teachers and enrolls 4,000 students. Of its $40 million operating budget, about 69 percent goes toward paying employees working under this contract.

Salary Schedule

  • Base salaries are determined strictly by "steps," which use a matrix of years experience and graduate credit hours and degrees.
  • There are 13 "steps" on the schedule, meaning teachers get automatic 3 to 5 percent pay raises for their first 12 years in the district.
  • In addition to step increases, the entire salary schedule increases by 2 percent each year.
  • 55 percent of teachers have graduate degrees and 71 percent have more than 5 years experience, meaning the vast majority of teachers' base salary is between $46,488 and $70,079.
  • The Michigan Department of Education reported the average teacher salary in Holland in 2008-09 was $60,941.
  • Teachers also get step increases between 1 and 3.5 percent after their 14th, 19th, and 25th years in the district.

Fringe Benefits

  • The district's current health insurance plan for teachers cost $14,311 per teacher.
  • Teachers contribute $40.00 per month to the cost of this premium, or about 4 percent.
  • The average family premium for a health plan in Michigan cost $11,300 in 2009, with employees contributing 22 percent ($2,500) of those costs.
  • The district's plan includes no annual deductibles or office co-pays and a $10/$20 RX plan.
  • Each teacher who does not enroll in a medical insurance plan gets $100 per month.
  • The district also provides at no cost to teachers dental, vision, life and long-term disability insurance.

Pension and Retirement Benefits

  • Every teacher participates in the state-run Michigan Public School Employee Retirement System, a defined-benefit lifetime pension system
  • Pension calculation: highest 3-year average compensation X 1.5 percent X years of service
  • After 55, subsidized medical, dental and vision insurance for life (employees never contribute more than 18 percent of premiums)
  • Annual pension based on 30 years experience in Holland with base salary of $70,079 (final M.A. step): $31,535.55 (for most retirees, this amount increases by 3 percent every year)

Bonus Pay for Additional Duties or Certification

  • Conflict management building advisor: $1,764-$2,223
  • Middle school team coordinators: $5,292-$6,668
  • Department chair: $2,018-$4,074
  • Professional staff development chair: $2,018-$2,543
  • Vocational education coordinator: $2,018-$2,543
  • Elementary building representative: $565-$711
  • The district spends $25,000 for reimbursing continuing education costs.
  • Teacher can cash in 10 unused sick days per year for a total of $350 to use for tuition reimbursement.
  • The district pays teachers $5,000 if they become certified with the National Board for Professional Teaching Standards (they also pay about $1,300 in registration and testing fees).
  • Teachers are paid $47.50 for each 3-hour professional development sessions they attend.
  • Teachers are paid $28.93 per hour for:
    • Summer school
    • Drivers eduction
    • Summer curriculum development
    • Supervising detention
  •  Subbing for a regular class: $35.28/hr
  • Teaching 6 courses instead of 5: 1/6 of current salary ($10,157 based on average salary)
  • Teaching 4 courses instead of 5: 1/5 of current salary ($12,188 based on average salary)
  • Mentoring Induction Cadre Members: $1,995 annually
  • Mentor Teacher (for other teachers): $250-$750 per year
  • Summer workshops and professional development: $30 per session
  • Lunch supervisors: $26.81 per hour.
  • Moving to a new classroom: $18.35/hr

Work Schedule/Environment

  • Contractual year: 181 days
    • 175 student instruction days
    • 2 teacher work days
    • 2 professional development days
  • Work day:
    • Elementary: 7 hours, 57 minutes
    • Middle school: 7 hours, 22 minutes
    • High school: 7 hours, 34 minutes
  • Duty-free lunch periods:
    • Elementary: 43 minutes
    • Middle and high schools: 40 minutes
  • Total average work year: 1,388 hours
  • National average for all occupations: 1,792 hours
  • Parent-teacher conferences:
    • May not exceed 12 hours in the fall and 9 hours in the spring
    • Any scheduled conferences beyond regular work day will result in compensatory time.
  • No more than two 60-minute meetings per month may be scheduled.
  • Maximum class sizes: 30-32, depending on the grade level
  • Preparation time:
    • Kindergarten: 180 minutes per week
    • Elementary: 160 minutes per week
    • Secondary: 1 regular class period per day
  • Teachers may not be required to supervise food services.

Leave Time/Sick Days

  • Personal leave: 2 days
  • Sick leave allowance: 10 days
    • May accumulate a maximum of 100 days
  • Family bereavement: 2 days for immediate family and 1 for non-immediate family.
  • Unpaid leave:
    • Military service (two years)
    • Child care (1 year)
    • Foreign exchange program (2 years)
    • Peace Corps (2 years)
    • Teacher Corps (2 years)
    • Other programs "related to his/her professional responsibilities" (2 years)
    • Full-time study at university (two years)
    •  "Explore a possible career change" (two years)
