Chester E. Finn Jr.

Chester E. Finn, Jr. is John M. Olin Fellow at the Manhattan Institute and president of the Thomas B. Fordham Foundation (www.edexcellence.net), of which he is also a trustee. From 1985 to 1988, he served as Assistant Secretary for Research and Improvement and Counselor to the Secretary of the U.S. Department of Education.
