Elizabeth Fowler is a public policy fellow with the center for environmental and regulatory reform at the Pacific Research Institute (PRI) in San Francisco. She specilizes in market-based envrionmental research with an emphasis on California issues. Fowler is co-author of two PRI studies, the 1999 Index of Leading Envrionmental Indicators and Ending California's Water Crisis: A Market Solution to the Politics of Water. Her Op-Eds have appeared in major newspapers including the San Diego Union-Tribune and the Orange County Register.
