The Affordable Care Act dramatically changed the healthcare market throughout the United States and expanded the control of the federal government over healthcare policies. Despite this fact, there are still reforms that states can make that could expand the access and reduce the cost of medical services. This event will feature several experts who will discuss reforms that Michigan policymakers should consider if they want to improve healthcare services in this state.

Thomas Stratmann is a scholar at the Mercatus Center and a professor of economics at George Mason University. Dr. Stratmann received his Ph.D. in economics from the University of Maryland and has published articles in journals such as the American Economic Review, American Journal of Political Science and American Political Science Review. He has completed extensive research on the effects of Certificate of Need laws in healthcare.

Dr. Thomas A. Hemphill, a professor of strategy, innovation and public policy in the School of Management at the University of Michigan-Flint, received his Ph.D. in business administration from The George Washington University. His academic research has been published in Science and Public Policy, Journal of Business Ethics, Business and Society Review, International Business Review, among others. Dr. Hemphill is also a senior fellow at the National Center for Policy Analysis, a policy advisor at The Heartland Institute, and regulatory and economic expert at the American Action Network.

Dr. Constance Creech has been an associate professor and director of graduate nursing programs at the University of Michigan-Flint since 2005. She is a member of the American Association of Nurse Practitioners and was the past state representative of this organization for four years. She is also a member of the Michigan Council of Nurse Practitioners.

Dr. Richard Armstrong is a board certified general surgeon currently practicing in a critical access hospital-based multi-specialty group in Newberry, Mich. He received his Bachelor of Science from Kent State University and M.D. from The Ohio State University. He was commissioned as a lieutenant in the U.S. Navy. Dr. Armstrong is a Fellow of the American College of Surgeons, member of the American Society of Breast Surgeons and member of the Executive Board of Directors of Docs4PatientCare.
