The Mackinac Center's analysis of the proposal for early payment of county property taxes is at the epicenter of the debate over whether the plan constitutes a tax increase. By an overwhelming margin, respondents to a Detroit News "CyberSurvey" agree with the Center that the proposed shift is a tax hike, as does the editorial cartoon. The e-mails posted at the CyberSurvey site are full of colorful insights.
