Senate Bill 1016, Authorize extra Detroit/Wayne "land bank" property
tax breaks, passed in the Senate (34 to 2)
To authorize an
eight-year, 50 percent property tax break for property purchased from a
proposed combined Detroit/Wayne County "land bank" authority, rather than the
five year tax break for other land bank authorities.
Senate Bill 1015, Promote "urban agriculture," passed in
the Senate (35 to 1)
To include
"promote urban agriculture" among the things that local "land
bank" authorities are supposed to accomplish (along with "revitalize
the economy, promote economic growth, and foster development.") These
entities are empowered to assemble and dispose of abandoned tax reverted
property.
Senate Bill 1157, House version, 2010-2011 Higher Education
budget, passed in the House (55 to 51), failed in the Senate (14 to 23)
To appropriate $1.625
billion for higher education in the next fiscal year, compared to $1.612
billion enrolled in 2009, $1.578 billion recommended by Gov. Granholm, and
$1.569 billion passed by the Senate. The House version does not contain
Senate-passed provisions reducing university spending by 3.1 percent and
requiring additional reports from universities on their embryonic stem cell
research.

House Bill 5211, Add public transportation to land use
planning considerations, passed in the House (69 to 37)
To require the land use plans on which local zoning ordinances are based to
include "an adequate provision for a system of public transportation" in the
things they consider.
House Bill 6203, Authorize special property tax break for Detroit
hotel project, passed in the House (91 to 15)
To authorize a special property tax break for the Fort Shelby Hotel project in
Detroit. The bill would also extend the 2010 sunset on "Obsolete Property
Rehabilitation" property tax breaks through 2016.
House Bill 6235, Extend Michigan International Speedway tax
break, passed in the House (92 to 12)
To push back from 2012 to 2017 the year by which Michigan International
Speedway must make certain infrastructure improvements for which the state will
provide its owners with a $1.58 million business tax break.
