"Dillon Insurance Plan Could Generate Monumental Reform," written by Jack McHugh, senior legislative analyst and Janet Neilson, a former health policy communications specialist for the Center, originally appeared as an October Viewpoint and discusses a proposal by House Speaker Andy Dillon, D-Redford Township, to move all state employees, including public school teachers, into a the same health insurance program.
