O’Toole, a senior fellow with Cato Institute and an adjunct scholar with the Mackinac Center, is the author of “High-Speed Rail: The Wrong Road for America.” He discussed the drawbacks to the recent announcement that Michigan would seek subsidies for high-speed rail construction and why such a project won’t benefit the state’s economy.
