In 2011, the Michigan Legislature passed a set of collective bargaining reform laws designed to help school officials retain and reward effective teachers. These laws prohibited districts from negotiating over teacher evaluation and layoff policies, and prohibited the practice of using seniority alone to dictate layoff decisions, among other things.
To analyze the impact of these reforms, the Mackinac Center reviewed 200 school district collective bargaining agreements to see if they contained provisions that appeared to conflict with state law.
This Issues and Ideas Forum will present those findings. Our speaker will be Rep. Ken Yonker, R-Caledonia. Rep. Yonker sponsored Public Act 103, the 2011 collective bargaining reform law that promised to have the largest impact — by giving school officials the authority to independently determine teacher evaluation and layoff policies.
Rep. Yonker will talk about the intent of the 2011 reforms, as well as his thoughts on how districts have implemented them.
