Mackinac Center President Joe Lehman explains that the Center's late vice president Joe Overton developed the concept of the Overton Window to explain the work of think tanks. Think tanks research and make the case for policies that politicians are afraid to talk about, eventually shifting the range of "politically possible" ideas. Lehman gives the example of how the Mackinac Center and others moved the Overton Window toward more freedom in education.
